- requires 25 or fewer full-time equivalent employees prior to February 15, 2020.

- Working capital for the purpose of covering the costs of re-opening business operations after being fully or partially closed due to the state-mandated business closure period commencing March 2020, as long as the expense was incurred due to COVID-19.
- Any expenses related to the expense of implementing COVID-19, including but not limited to specialized equipment, barriers, PDE’s, and employee training expenses to ensure compliance with state and federal CDC guidelines for reopening.

- A statewide application portal will cover everybody and an appropriate Community Development Financial Institutions (CDFI) will be assigned to service those applications.
- Nonprofit lenders like Lancaster-based Community First Fund will be taking a starring role in round two of Pennsylvania's small-business relief efforts.
- Lenders will distribute $225 million in grants and aid to small businesses hurt by efforts to contain Covid-19.
- In a press conference Monday, Wolf said the goal of the new program is to help businesses that have not benefited from earlier efforts, such as the federal Paycheck Protection Program.
- PPP recipients can apply, but can't use the money for the same expenses as PPP.
- The nonprofit lenders, known as community development financial institutions, or CDFIs, plan to have a common application ready for use statewide by the end of June, said Dan Betancourt, president and CEO of Community First, one of 17 CDFIs in Pennsylvania.

- $100 million is going to the historically disadvantaged business program, which will be primarily for firms owned by African Americans, Latinx Americans, Asian Americans and native Americans, Betancourt said.
- Grants will be capped at $50,000 and awarded based on priorities yet to be announced, not on a first-come, first-served basis, he added.
- $25 million is for the CDFI program.
